Waymo pulled over for a Road Offence, what does this mean for Robo Crime?

In California a Waymo taxi (autonomous car, like Johnny Cab on Total Recall, the Arnie One) pulled an illegal U Turn, so the police who spotted it pulled it over, but it's autonomous, so the car was empty, so they couldn't give it a ticket.
So who has committed the offence? it can't be an individual, it can only be the operating company, so then it stops being crimes by people, and becomes crimes by companies, which they can easily afford to pay fines. So then let's jump 10 years, when the first Robot that's out walking your dog decides to strangle a passer by, as it see's it as threat to the dog, and follows some wild procedure it has in built. Who then is the criminal? The owner of a mass produced domestic robot can't be at fault, as they simply bought the appliance, like someone getting an electrical shock from a fault vacuum..
What does this mean? does it mean that Robo Crime will have to hold companies to account? and we know that Big Companies tend to get away with anything and everything only ever having to pay some meaningless fine..
The future is wild honestly, I really see a bad future ahead of us...
