Watford's Underground Car Park turned Fishing Lake

An underground Car Park in Watford has been turned into a Fishing Lake... Can anyone actually verify this? as it's pretty wild aint it? Assume it's real, then its a good idea to use something which is not being used, although car parking spaces in every city are pretty hard to come by, so surprised they gave this up, when its probs £2 per hour per bay lost. What surprises me is the use of tents in an underground fishing facility... what do they actually use these tents for? I thought it was to keep out of the rain, but now im thinking there's something else going on...
